Permanent Visas:
Researchers, Foreign Investors and
Senior Executives |

Visas for
EXPERTS AND RESEARCHERS
are to be filed in Brazil by
a Brazilian contracting party with
the labor authorities.
The following are the requirements
for this type of visa:
ˇ
a statement of the contracting
party's interest in acquiring the
applicant's professional services or
copy of the relevant work contract;
ˇ
a recent transcript of the
applicant's résumé in threefold
along with copies of main academic
titles.
Visas for
FOREIGN INVESTORS AND SENIOR
EXECUTIVES are to be
filed in Brazil by the
applicants or their duly empowered
representatives with the appropriate
federal authorities or with a
free-trade zone's immigration
council, when funds are to be
invested in such zones.
The following are the requirements:
ˇ
copies of the applicant's personal
and professional identification
documents and those pertaining to
dependents, if any;
ˇ
power of attorney to a
representative prepared at a public
notary's office;
ˇ
a recent transcript of the
applicant's résumé;
ˇ
for investors, an investment plan in
a new business or in the expansion
of an existing one (with a copy of
its social charter, license to
operate and proof of tax
compliance), including an initial
transfer of a minimum of US$50,000
and a commitment to employ Brazilian
work force;
ˇ
foreign capital investment permit
issued by the Brazilian Central
Bank;
ˇ
work permits for senior executives
and validation of their work
contracts by the labor authorities.

I. |
The applicable consular fees
for the
legalization of documents
will be charged when the
documents are presented to
the Consulate. All consular
fees must be paid in U.S.
POSTAL MONEY ORDER made
payable to the Consulate
General of Brazil. Cash,
credit cards and personal
checks are NOT
accepted. |

II. |
Once the visa is approved,
the applicant will be called
to the Consulate to have the
visa issued. Applicants
should bring the original
passport, two recent
photographs (NO SNAPSHOTS,
please), fill out two
visa application forms
and pay a US$200.00 visa
fee. American passport
holders will be charged an
extra US$100.00 Visa
Processing Fee. If the
applicant does not come in
person to the Consulate,
there is another US$10.00
absence fee. All consular
fees must be paid in U.S.
POSTAL MONEY ORDER made
payable to the Consulate
General of Brazil. Cash,
credit cards and personal
checks are NOT
accepted. |

The visa must be used within
90 days from the date it was
issued, meaning the
applicant HAS TO ENTER
BRAZIL BEFORE THE 90 DAYS
ARE OVER, otherwise the visa
expires. The applicant MUST
REGISTER WITH THE BRAZILIAN
FEDERAL POLICE WITHIN 30
DAYS AFTER ENTERING BRAZIL.
Please note that the
permanent visa implies that
the applicant desires to
RESIDE PERMANENTLY IN
BRAZIL. If the holder of a
permanent visa, even after
all registration procedures
in Brazil have been
completed, leaves the
country for more than two
years in a row, THE VISA
WILL EXPIRE, THE BRAZILIAN
ALIEN RESIDENT CARD WILL
AUTOMATICALLY BE REVOKED AND
THE PERSON WILL HAVE TO
RE-APPLY FOR A NEW PERMANENT
VISA.
Yellow fever vaccinations
are required for travelers
who have visited in the past
90 days or will visit one of
these countries before
entering Brazil: Angola,
Benin, Bolivia, Burkina
Faso, Cameroon, Colombia,
Democratic Republic of
Congo, Ecuador, French
Guiana, Gabon, Gambia,
Ghana, Guinea, Liberia,
Nigeria, Peru, Sierra Leone,
Sudan and Venezuela.

Release on Changes on the
Requirements for Permanent
Visa
Issued on December 3rd, 2004
Brazil’s National
Immigration Council (“NIC”)
issued Resolution
60/04 on October 6, 2004,
which supersedes
Resolution 28 of November
25, 1998, with respect to
the issuance of permanent
visas to alien investors in
Brazil.
Under this new Resolution, a
permanent visa allows a
foreigner to live and work
in Brazil with the purpose
of investing his or her own
foreign funds in productive
activities or investing in
existing activities in
Brazil.
Under the new rules provided
for by the 2004 Resolution,
a permanent visa can be
obtained by a foreigner when
the following conditions are
met:
• a minimum investment of $
50,000, from individual
resources in productive
activities;
• the investment can be made
in a new company or in an
already existing business;
• on an exceptional basis,
the NIC may issue the
permanent visa if the
foreigner proves that his or
her investment will create
at least 10 new jobs in
Brazil over five years, in
cases where the investment
is lower than the $ 50,000.
Another important point is
that the new Resolution has
increased the term of the
visa from a two-year period
to a five-year period.
This new Resolution will
facilitate investment in
Brazil for small
entrepreneurs.
